Add SMS templates UI, prepaid balance settings, and list filter layout.

Business settings manage templates and balance; Super Admin verifies templates and tops up via SMS settings; filters use a separate panel with even field gaps. Co-authored-by: Cursor <cursoragent@cursor.com>
